CYDF and the China Association for International Exchange
of Personnel initiated the Prospect Plan in 1993. Its purpose is to
help impoverished areas and people, build capacity and support
one another. Since 2000, the Plan has provided a training program
that teaches public management skills designed for professionals
from townships and counties in West China to improve public
service. Over 8,000 beneficiaries have been reached, covering 83%
of the counties and cities in West China.
In 2003, the Plan launched another program called the
“Rural Talent Training Project.” Its purpose was to train farmers
in undeveloped regions to set up their own businesses, be socially
responsible, and build a mutual assistance system to reduce
poverty. So far, the project has trained approximately 3,800
farmers.
